When the research began the orphans were being raised in an orphanage that did not provide high-quality care.

Over the course of the study:

The researchers placed as many of the orphans as they could into high-quality foster care.

Some children stayed in the orphanage because the researchers did not have the funds to place them into high-quality care.

Some children were adopted. (The researchers encouraged adoption because this increased the quality of care the children would receive.)

The researchers examined cognitive, behavioural, social, motor, neurological, and medical outcomes of the children who remained in care of the orphanage, who were in high-quality foster care, and who were adopted.
