The Public Issue:

• Choose a Public Issue.

Ex. To reduce homelessness

The Policy Statement:

• Draft a Policy Statement. This statement is subject to changes, so consider this your first draft.

Ex. The policy is to reduce homelessness by using all the tools possible and simultaneously. (You can use more than one sentence, maybe two or three)

Strategic Planning:

• Draft a Planning Strategy by identifying the stakeholders and their values.  Make sure you consider not only the immediate issues, but the future trends. Remember to use SWOC when measuring each value.  

Strategic Planning includes:

• ID Stakeholders, public engagement, steering committee

• ID Community values such as housing, employment, and mental health

• ID the vision for the community’s future, long and short term goals

• SWOC – Strength, Weaknesses, Opportunities and Challenges of those values

• Values include: equity, education, crime, mobility, recreational factors and other social factors contributing to the quality of life.
