Covid 19 effects State sovereignty

Scholars such as James Rosenau have argued that the end of the Cold War and processes of globalization are erasing, or at least blurring or diminishing, the claims of sovereignty made by states. Still more scholars such as Stephen Krasner have maintained that, seen in historical perspective, the absolute sovereignty claims made by states were never all that absolute to begin with. Enter Covid-19 and the swift moves by governments around the world to close borders and reinforce the sovereignty of states. Does the response by governments around the world to the Covid19 pandemic illustrate the enduring nature of state sovereignty, or is Covid-19 merely a temporary aberration in historical trends of decreasing state sovereignty? Why? Make sure your paper has a thesis, considers competing arguments,  and is illustrated with empirical examples from history and/or current events.
